What Is Animal Fats Category 1 & 2?

Category 1 and Category 2 animal fats are rendered lipids derived from slaughterhouse and processing plant by-products deemed unfit for human or animal consumption. Under EU Animal By-Products Regulation (ABPR No. 1069/2009), Category 1 materials come from specified risk materials (SRM) and Category 2 from fallen stock and condemned carcasses.

These materials must be processed by licensed rendering plants to produce technical-grade fat, which is then used as a high-energy biofuel feedstock. Due to their waste classification, they qualify as RED III Annex IX Part B feedstocks — eligible for double-counting towards EU renewable energy mandates.

What is the difference between Category 1, 2 and 3 animal fats?

Under EU ABPR 1069/2009: Category 1 includes highest-risk materials (SRM, BSE risk). Category 2 includes fallen stock, condemned carcasses and manure. Category 3 includes material from healthy food-grade animals. For biofuel purposes, Cat 1&2 are Annex IX Part B (double-counted, advanced) while Cat 3 is conventional (single-counted, not Annex IX). Cat 1&2 command a significant regulatory premium over Cat 3.

EU cross-border shipments of Cat 1&2 materials require: TRACES (Trade Control and Expert System) electronic transport certificates, transformation standard certification (e.g. processed in a Category 1 or 2 licensed plant), ISCC chain-of-custody documentation, and commercial invoice with ABP category declaration. SUAT manages all documentation end-to-end.
